The Federation Automobile d’Ukraine (Ukraine Automobile Club) is calling for the FIA General Assembly to discuss alleged violations of the governing body’s statutes by Russia.

The Ukraine club claims the FIA has failed to respond to its previous enquiries on the matter. It claims the Russian Automobile Federation is operating offices in Ukrainian territory which Russia annexed following its invasion of the country.

“We are surprised by the position of the authorised bodies of the FIA, which are trying to hush up this situation,” said FAU president Oleksandr Feldman.

“For example, our appeal of 26th August to the FIA Ethics Committee, requesting urgent consideration of the violator’s actions, not only provoked no reaction but was left entirely unanswered.

“It is precisely because of the inaction of the FIA bodies that we propose to bring this issue before the General Assembly.”

The FAU claims the RAF’s conduct breaches article 3.3 of the FIA Statutes, which requires member clubs’ activities be confined to “the whole of the national territory.”

They also claim a breach of article 1.4.1 of the International Sporting Code, which states: “One ASN [Autorite Sportive Nationale – national motorsport club] shall be recognised by the FIA as sole international sporting power for the enforcement of the Code and control of motor sport throughout the territories placed under the authority of its own country.”

Russia began its full-scale invasion of Ukraine in February 2022. Formula 1 and the FIA responded by cancelling the Russian Grand Prix in Sochi. The FIA also prevented Russian competitors from taking part in its competitions under the Russian flag, but abandoned this restriction in August.
